I'm not sure a bug report is needed, since:

jaska at jjod600n:~$ apt-cache show mailx
Package: mailx
<snip>
Provides: mail-reader
Depends: libc6 (>= 2.3.4-1), liblockfile1 (>= 1.0), postfix |
mail-transport-agent, base-files (>= 2.2.0)
...

so anything that provides 'mail-transport-agent' should be enough for
mailx's dependency requirement. IF I understood it correctly.
