Try to search in apt.
$ apt-cache search Net::IP
If found do
$ sudo apt-get install package_name

If this not founded you then should get them using the CPAN network. I
think there is a command to install the module in the command line. I've
tried this a long time ago using Windows in the MS-DOS command line and
they had work, but now I don't remember the command.
