Panel/menu font won't change

Additional additional...
I had the same issue on a notebook where I had originally installed Kubuntu. I 
took that off and went with a fresh Ubuntu install. Everything worked as 
intended. I don't want to wipe this computer, so it's time to find what in 
the KDE settings or processes would make this happen.
