That is right. ubuntu-desktop is a metapackage that makes
dist-upgrading easier, in principle. Unfortunately, it also depends on
lots of things that you may or may not want, but the point of it is to
bring in all the packages that the "average user" would want and
need. The easiest way to remove evolution is to first remove the
ubuntu-desktop metapackage.
