Panel/menu font won't change

I'm trying to change the panel and menu font by going through 
System->Preferences->Font and changing the Application font. I'm not getting 
any response. Works fine as root GNOME session, but not as my regular user 
session.

I started with a Kubuntu installation, then added Xubuntu and finally Ubuntu. 
Is there a conflict with Kubuntu or Xubuntu settings I haven't found yet?
