At least for the german keyboard layouts, there's the
option to have "dead keys". With dead keys, I can type
~ followed by n to get ñ.
Another way is to enable the "compose" key. With compose,
characters can be "composed". Eg. to get a ę, I'd hit
<compose> followed by <e> followed by <,>. Or for your
ñ, it would be <compose><-><n> -> ñ. Or for ¿, it would
be <compose><?><?>. That's much more flexible and logical
than the Windows way, IMO.
You can enable the compose key in the Keyboard settings.
I've got my compose on <Caps Lock>.
