Just as the error says, it couldn't find the file /etc/ha.d/ha.cf

Something has gone wrong with the installation, luckily you used the
terminal so you have this output to give us. I suggest you start by
uninstalling it (sudo apt-get remove heartbeat) and then reinstall it,
that _might_ help. Otherwise file a bug against the package, it's
probably a very simple error in the installer.
