panel-default-setup.entries (Was: Re: Gnome is a problem for OEMs)

  /usr/share/gconf/schemas/panel-default-setup.entries

That file belongs to the 'gnome-panel-data' package.  You may need to
override that package to get your own version onto the system.  I've
experimented with a package that replaces it, using 'dpkg-divert', but
that did not work very well.  What would work the best would be for that
file to be managed by the 'update-alternatives' program.
