In terms of difficulty, required expertise etc, it's on the same level 
as LPI-1 which is a prerequisite for getting the full Ubuntu 
certificate. It was done this way because LPI-1 tests the common 
parts of Linux found in all distros with no need to reinvent that 
whell. The Ubuntu cert tests features not covered by LPI (like Gnome 
and Evolution).

I have no information on when it will be released in the US, but the 
word is that it will be soon. The official launch is LinuxWorld 
Johannesburg in May.
