Formatting a disk

I don't understand the question. /dev/hdb didn't have any partition 
information. It was a recently-wiped disk with nothing on it. I ran 
fdisk on /dev/hdb before the dd command and it was blank. Like this:

# fdisk /dev/hdb
...
Command (m for help): p
...

    Device Boot      Start         End      Blocks   Id  System

Command (m for help):
