$ apt-cache search update-manager
update-manager - GNOME application that manages apt updates
I think you'll find that's the one -
gksudo update-manager
brings up the interface, but I assume the package includes the
"notification area" icon as well...
Check your settings in Synaptic for updates as well, under
Settings -Repositories - Settings - Internet Updates - Automatically Check
for software updates
