I disagree.  I don't think they have any right to assume that the CCO of 
a corporation has any time for dealing with administrative issues.  If 
they expect a response, they should send the requests through proper 
channels.  Only after going through the ranks of people who have time, 
without resolution, does the matter get elevated to a higher level.  
This structure is in place precisely for this type of scenario.  Emails 
sent to ranking corporate officers are subject to screening, and thus 
matters that arise outside of the normal problem elevation process tend 
to get ignored.

 From my point of view, this appears to be a strong-arm tactic to bypass 
the normal process.
