Is a restart REALLY required after an upgrade?

I believe it is due to thw fact that the easiest way to ensure the new
updates to the system are in place is via a restart. For example,
various packages don't specifically need to have the system restarted
for them to be updated, but the process of doing this without an update
is longer and more complex - and with Ubuntu trying to be a user
friendly, easy to use distro - this is the easiest way of accomplishing
this.



Bear in mind that my belief of this is based on what I have read on
this forum... so could still be wrong.
