True, but marginally so, and maybe not worth the effort.  In my
experience (not with *ubuntu), composing a detailed report tended to
be a waste of time as many bug reports are pretty-much ignored until
it's time to delete it as obsolete.  If you say what's wrong and a
developer agrees to look into the bug, THEN you can provide details.
Sometimes the detail isn't even needed.  It all varies from case to
case, of course.
