Well, you didn't tell me what application originally displayed it
(sounds like some terminal emulator), but you probably put your finger
on the problem being "caused" by Evolution and UTF-8.  (According to
what little I know about UTF-8, a three-byte char should start
differently than yours did, but I don't know much about it.)  It
sounds like Evolution replaces two single quotes with one 3-byte UTF-8
character (not MSFT 1252) and my mail reader (gnus/xemacs) doesn't
handle UTF-8 yet, it seems.

Interestingly, konsole and xterm both interprete the codes (after I
extracted them from your message) as what looks like two single
opening quotes and two closing quotes.  UTF-8 must have a single
character which looks like two single quotes instead of a double
quote.  (ISO-8859-* (as on older Linux) would look like two
apostrophes before and two after the quoted text, except these days,
ASCII apostrophes are "supposed" to be vertical marks.)

Something else to investigate.
