problem with c/c++ compiler

Hi,

I am not sure, if it is the best group, but I have for a
while to compile c++ programs as a user (dapper and breezy).

I always get:

cc1: error: /usr/local/include/i486-linux-gnu: Permission
denied

or

cc1plus: error: /usr/local/include/i486-linux-gnu:
Permission denied

It works, when I login in as root, but the mention path/file
does not even exist!?

Could that be a package problem?
