It's actually LoCoTeam (Local Coordination team). Such a team is a team
of volunteers from a specific area (usually a country or a state) who
combine their forces to support, translate and help Ubuntu. kubuntu.de
is the home of the german kubuntu LoCoTeam (the main german locoteam is
ubuntu-de, located on ubuntuusers.de).

There are many LoCoTeams all over the world.
http://wiki.ubuntu.com/LoCoTeamList is a nice overview of them. The
german kubuntu team isn't even listed there.
