Need a way to enable power management before user login

Hello,

I notice that power management never kicks in if I boot my machine but
don't log in.  It seems to me that the login manager could easily have
a parameter set to suspend or hibernate if there is no I/O input for a
certain amount of time.  Obviously, it would be nice to have different
timeout settings depending on whether the system was running off of
battery power.  I have looked at the gdm.conf file and don't see any
options for this currently.
