Setting up apt to access from behind a proxy

This will allow a user to run a repository proxy server, however, I
believe the OP simply wants to access the standard repositories but
needs to connect to the internet from behind a proxy. The OP needs to
edit /etc/apt/apt.conf. More information can be found in the man page,
