My apologies. I was not trying to annoy. I was just stating a fact.
I wasn't trying to say that Dells were bad. I've used several myself.
Although I do loathe the Optiplex line. The XPS systems are not bad at
all.
On the other hand, I believe that CPUFrequency support is based more on
the chipset/BIOS, than on the processor. The link I posted does post
this as a requirement. I do not know if ACPI works on your Dell or not.

Many Dell systems use a non-standard BIOS, and can be tricky to get
working.
I was not able to find ANY info on your situation.

I tried to do a search to find out if the Pentium D was even support by
CPUFreq, and I could not find any info.
