I know you are using reportbug, and that ubuntu packages set the Bugs
field of (all?) packages to:

Bugs: mailto:ubuntu-users at lists.ubuntu.com

But I am not sure why ubuntu does this. Does anybody know which is the
rationale behind sending bug reports to the users mailing list,
instead of the ubuntu bug tracking system?

BTW, debian automated tools send bug reports to:

Debian Bug Tracking System <submit at bugs.debian.org>
