problems with locales and characters set under dapper-6

Hi,

I have problem to configure locales and characters set.

When I try to run dpkg-reconfigure locales, the screen to select the
locales and ISO8859-1 doesn't work.

$ sudo dpkg-reconfigure locales

I want to change the characters to en_EN.ISO-8859-1.

I also have problems with cedilla on gtk and qt programs.

appears c'c'c'c'c'c'c'c'c'c'c'c' and not ççççççççççç. Why?

On gtk programs I already get ç adding "en" in the file cat
/etc/gtk-2.0/gtk.immodule in the line bellow:

"/usr/lib/gtk-2.0/2.4.0/immodules/im-cedilla.so"
"cedilla" "Cedilla" "gtk+" "/usr/share/locale"
"en:az:ca:co:fr:gv:oc:pt:sq:tr:wa"

And qt programas? Where I configure this?
