Apache: OK, what's the trick?

I've installed apache2 (and supporting stuff) from Synaptic.  I've
restarted the system (although I don't think I should have had to).  I
still don't see apache in the System Monitor or on the output of ps -A.

How do I convince Apache that I really want it to run?
