Non-geek method (applied here a few months ago - a fellow dialup
sufferer ;-)

Synaptic --> Repositories --> Settings -->   Uncheck "Automatically check
for software updates"

Really easily discoverable, isn't it ?  ;-)  

*sigh*  

It produces the result Dennis's changes recommend. I also turned
off the automatic cache settings in the same spot,  so I could make my own
decisions, thank you very much ! (I *liked* the way Debian left my apt
cache intact!)
