Bug reporting

I've been trying to report some bugs with no success.  The URL I'm using
is:

https://launchpad.net/distros/ubuntu

I setup an account there, and when I log in it brings me to a personalized
page, but it doesn't recognize me as being logged in.

Am I missing something?  Should I be reporting these bugs somewhere else?
