We have a mailing list in preparation, I will announce it at this place.

Until that day: there's already desktop-bugs at lists.ubuntu.com which you
can sign up for at http://lists.ubuntu.com/mailman/listinfo/desktop-bugs
- but beware: this list is QUITE high traffic (as it contains the
updates on bugzilla for all desktop-specific packages), so you might
want to consider getting it in a digest form.
