Yep, I think your keyboard mapping is just incorrect for some reason.  Try: 

  xmodmap -e 'keycode 12 = 3 sterling'

If that works, then it confirms that your keyboard map just needs fixed.

  sudo dpkg-reconfigure xserver-xorg

might help with that.
