Presumably it's an install so that the first time the PC is turned on
since the initial install, it's ready for personalization.
IE it's a fully installed system but has no user accounts and no PC
name or network settings until it's first boot.
The concept is used mostly for PC companies that ship PC's with an OS
pre install.
