The best thing I could suggest is to stop trying to use NFS and use
Samba, which is the networking software in Linux specifically designed
to play nice with Windows.
$ sudo apt-get install samba
(unless you've already done that.)
For playing with Windows 98 (especially), the default installation of
Samba is very close to what you want. There's some other options in
/etc/samba/smb.conf that you may want to look at.
