Aptitude problem

Today I got the following from aptitude:
derek at othello:/tmp$ sudo aptitude upgrade

31 packages upgraded, 0 newly installed, 54 to remove and 0 not upgraded.
Now, I understand the problem with xorg that's causing all these packages to
be removed, but this was an "upgrade", not a "dist-upgrade". Is it not
supposed to _only_ install upgrades and not remove any existing packages or
install new ones?
