Customize default new user settings?

I don't know if this works with X, but whatever you put into
/etc/skel will be copied to the directory of each new user when
their home dir is created. You _may_ be able to drop some X config
files into skel and have that do what you want.
Perhaps try creating a new user, modify the settings the way you
want and copy them to /etc/skel. Then create another new user and
see if it worked.
I haven't used this for any X config stuff, but I've done this in
the past to set up a default directory structure for new users.
