Now, in answer to your question...

Prefer the highest release is probably the best default choice. 
Updates and security releases SHOULD be higher versions than whatever
is current (sorry for stating something that might be obvious).

The other choices are there if, upon installation, you have a problem
and determine that something other than the highest rel # is a better
alternative.
