Bastille and Root Password

Hi,

i run through Bastille setup today.
a few times (i guess 2 or 3 times) Bastille was talking about settings  
which would be done in a way, that only an administrator with root  
password could have access to, after the settings would be written to the  
system.
by default we do not have an administrator and its root-password!

what would happen, if would have to set changes to the system and the root  
password would be asked for?
