Yes, I saw this as well. I don't really know how the whole thing works. 
Last time I checked, somebody has replaced my translation with the test 
from the Hoary release, I believed.

I think you have to find the list of "Ubuntu French Translators" and 
then ask to join the list. I did so this afternoon and got "approved" 
already.
