You could try the Hula suite. It has modules that do all of what you say
you're looking to do (Webmail, SMTP, POP3) all configured from within the
Hula environment. Not quite ready for absolute mission-critical applications
but development is going quickly and it's being improved on every day. I've
been dying for the spare time to dig into it and play around. Have a look.
