That's three separate functions, and is typically handled by three separate
packages.  I'd use Courier for the POP (and IMAP) service, Postfix for the
SMTP portion, and one of the many webmail systems (Squirrelmail is quite
reasonable).  Both Courier and Postfix can support SSL.
