Re-Partitioning without Rebooting?

That's sad. I hoped that I could avoid rebooten as long as I don't 
change any mounted partitions. Isn't even Windows able to do this? (e.g. 
adding a partition into unpartitioned space while Windows is booted from 
the same disk)
