There are packages floating around somewhere that actually work better
than that package did before the new cairo. They're supposed to make
it into universe sometime.

The upstream netapplet is indeed a notification area applet. For
hoary, it was patched to be a GNOME panel applet[1]. The breezy
version dropped that patch, apparently.
