"Erase" would have been a better term. Basically, he means that he wants to
wipe stuff that has already been deleted, by wiping all of the space that was
previously used, but is now empty.
One simple way to do this, by the way, would be to create a file that fills
the free space, and then wipe it. Note that you'd need to be certain that
you haven't modified the free space in any way since deleting the "undesired"
file, if you want to rely on wiping the free space. Any logs or other files
that have been created or added to since deleting that file could be written
over the top and thereby "protecting" it. Not very useful on unix, probably
-- better to start from a known state.
Regarding choice of software... I use the "wipe" command, myself. Shred seems
very similar. I found the THC equivalents badly maintained, though I can't
remember why now. For one thing, the rm drop-in replacement wasn't a drop-in
replacement ;) But the other tools it provides for wiping memory are useful,
I guess.
