OT: commercial website problems

Can anyone tell me what technology this website is using?

Once you go past the first page it takes control of my browser, so I
can't see how it's made. We've had a commercial company develop the site
(before I got into the organisation behind it) and they insist that it
can't be put onto CD.

It uses so much streaming that our bill for this site is astronomical,
we'd rather send it on CD to schools instead.

Can anyone help me understand this?
