No.  The .sfv file is just a special file that says what should be in the 
other file(s).  chksfv will check the files for you, and should be able to 
compare the result it gets with the result in the .sfv file.  If they're the 
same, then it was downloaded properly.  Don't take this as a guarantee that 
the file actually contains what the site says it contains though: it only 
means that you got what the .sfv file's creator wanted you to get.  Whether 
you trust that creator is another question.
