I had a brief IRC chat last night with someone from that server
(Ihttp://www.ubuntu.org.cn) it was a misconfigured script I'm guessing
is used for their Forum to Mailing List gateways on theur Ubuntu
server..  The duplicate emails have stopped so they have found the
problem  or they  have turned it off.
