Hotplug hangs Shuttle ST20G5 AMD64

I have been trying to get 5.10 running on the above machine.  I now have
it installing and booting but it hangs on the hotplug section during
bootup.  It eventually times out (go and make coffee, have a shower etc
type of wait) and continues.

I have tried looking in dmesg for what device or module it might be
hanging on to see if I can blacklist that item but I can't find any
useful info.

Can someone please advise me on how to solve this problem or where to
look further.
