Samba

 From what I have gathered about winbind, a windows domain machine is 
required for winbind to work.

I do not have a windows domain in my situation.

I am sharing files from Ubuntu to windows boxes throughout my 
department. All this is taking place in a  workgroup environment. Is 
there any way for a user to have their Samba passwords updated 
automatically when they issue the "passwd" command to change their 
Ubuntu passowrds.

The ideal solution should only make use of Samba and Ubuntu. My dept has 
no use for windows domains or LDAP.
