Ordinarily Ubuntu keeps packages back because upgrading them
would require installing new packages or deleting old ones.
See what happens if you do
sudo apt-get install [package]
where [package] is one of the packages that Ubuntu said it
was holding back.
I *believe* that
sudo apt-get dist-upgrade
will also upgrade all the packages that have been held back.
Though be careful, because sometimes it may delete packages
that you actually want.
