Webcam (ov518) problems

Please, is there anyone out there that can solve this? I have searched
for months and can't find a solution. This issue affects many users,
but months go by and no one came up with a solution! Is this impossible
to do?

My webcam is a philips toucam model 720k, but there are many other
models with this problem.

We had this problem in warty, then in hoary, and now in breezy...
