reboot/shutdown under icewm

I have installed ICEWM and am experiecing strange behavior , either by ICEWM or by GDM. When I logout from ICE by choosing reboot or shutdown... I end up back at GDM. If I then tell GDM to reboot or shutdown...it asks me for the root password. Strange because I don't have a root account.  Isthis a configuration thing or (heavens!) a bug??
