Upgrade from ISO

Yes.  Every single package contains information on it's version, 
upgradability, etc.  The package manager is really built around upgrading 
packages from one version to another, while taking other dependent packages 
into account.  It's great for upgrading from one release to another (hoary to 
breezy, say), but as far as the package manager's concerned, it's all pretty 
much the same :)

I *think* the command you need to reconfigure apt for the new CDs is 
apt-setup.
