GRUB Multiple boot

I'm curious, but why have /grub/menu.lst on all the linux partitions and
have to write which has the default?  I once had many many OSes on my pc
and I used grub, but I just created a small partition (I think 8MB was
the smallest I could go) and had the /boot/grub/menu.lst there.  I just
mounted it from whatever linux I was in to change/add the menu.lst. 
Much less confusing, I think...
