Laptop running fan constantly on latest Breezy

I finally located this setting in:

$ grep CONFIG_CPU /boot/config-2.6.12-9-686-smp
...
CONFIG_CPU_FREQ=y
...

so it looks like that is set correctly. 
Thanks for the initial follow up. It's strange, it *sort* of seems to be
working, but it never shuts the fans all the way off. But it does rev up when
load is increased.
